Sobre la sucesión municipal
El juego propio de la política, necesario en la vida democrática, es entendible. Y, por lo mismo, tolerable. Sin embargo, los vecinos no pueden ser convidados de piedra en temas centrales para la vida de la ciudad. Y la sucesión del intendente municipal así debería considerarse.
El próximo 10 de diciembre, el intendente municipal Ignacio García Aresca jurará como diputado nacional. Así lo ha determinado la voluntad popular al haberlo elegido cuando se postuló en la boleta del oficialismo provincial, en las pasadas elecciones del 14 de noviembre. De este modo, por segunda vez en los últimos años, un jefe comunal sanfrancisqueño deja su cargo a la mitad del período para formar parte del Congreso de la Nación.
Para casos como éstos, al no contar San Francisco con Carta Orgánica Municipal, la ley provincial que rige la vida de los Estados locales (N° 8.102) establece los procedimientos de sucesión en los artículos 43° y 44°. Queda claro en esa normativa que quien reemplaza al intendente es el presidente del Concejo Deliberante. Y que como ya se habrán cumplido dos años de este período, el funcionario que quede a cargo del Ejecutivo local continuará en la nueva función hasta que "haya cesado el motivo del impedimento", según señala la citada ley.
En este caso, el "impedimento" es la asunción como diputado del actual intendente. Y, como seguramente pedirá licencia en su cargo para convertirse en legislador nacional, el presidente del Concejo Deliberante se convertirá de inmediato en el intendente municipal. Por lo dicho, la legalidad no puede ser cuestionada. Es una situación igual a la que ocurrió cuando el ex jefe comunal Martín Llaryora fue electo para integrar el Congreso Nacional.
Sin embargo, algunas particularidades de este último proceso han levantado ruido político en la ciudad. Principalmente porque, hasta el momento de escribir estas líneas, no se ha anunciado quién será el que ocupe el principal escritorio del Palacio Tampieri. Constituye un dato llamativo que, a pocas horas de que el intendente pida licencia en su cargo, no se conozca aún de manera oficial el nombre de su sucesor.
Es que, pese a que existirían algunas certezas respecto del reemplazante, la ausencia de confirmación dispara especulaciones, y trascendidos que generan aquel referido ruido. Entonces, las agrupaciones partidarias, los bloques en el Concejo Deliberante y otras configuraciones del particular mundo de la política local participan de una serie de polémicas y entredichos que incluyen comunicados críticos, opiniones favorables sobre el impacto que para la ciudad tendrá la presencia de un sanfrancisqueño en el Parlamento, otros comentarios de variado tenor, rumores que se entremezclan con los intereses de cada facción y, también, silencios que se tornan difíciles de explicar a esta altura de los acontecimientos y con la necesidad de la sucesión muy próxima.

Por ello, es necesario que se conozca ya quién será el sucesor de Ignacio García Aresca. Aquellas normas de la democracia contemplan también el requerimiento de información clara y precisa a la ciudadanía.
