Sigue el paro del campo pese a la reapertura parcial de exportaciones de maíz
El Gobierno puso un cupo de exportación de 30.000 toneladas diarias. No obstante, el sector ratificó el cese de comercialización hasta la medianoche del miércoles.
El Gobierno reabrió ayer en forma parcial las exportaciones de maíz, y les fijó un cupo de 30.000 toneladas diarias para intentar destrabar el conflicto con el campo, pero la Comisión de Enlace ratificó el cese de comercialización de granos hasta la medianoche del miércoles.
El Ministerio de Agricultura, Ganadería y Pesca difundió un comunicado cuando el paro por 72 horas impulsado por las cámaras del agro ya había comenzado.
Agricultura dijo que anunció la medida tras "intensas negociaciones" entre el ministro, Luis Basterra, y representantes del Consejo Agroindustrial Argentino (CAA).
El funcionario se había reunido con los presidentes de la Bolsa de Cereales de Buenos Aires, José Martins; del Centro de Exportadores de Cereales (CEC), Gustavo Idigoras; de Maizar, Alberto Morelli; y del Centro de Empresas Procesadoras Avícolas, Roberto Domenech.
"Se alcanzaron acuerdos entre los distintos actores de la cadena agroindustrial de esta materia prima y se verifica el compromiso de los oferentes al abastecimiento del mercado con fluidez hasta el empalme con la campaña 20/21", dijo Agricultura.
Y señaló que ese compromiso fue "aceptado" por los sectores demandantes de las cadenas productoras de alimentos de consumo.
"Es de preocupación del Estado Nacional el impacto de los precios de esta materia prima sobre las distintas cadenas de transformación en alimentos de la mesa de los argentinos", dijo el Gobierno.
Dijo que el Consejo Agroindustrial "también expresó preocupación similar, acordándose un cronograma de trabajo, con inicio el martes 12 de enero, a los efectos de trabajar propuestas para desacoplar los precios internacionales de los domésticos".
Tras ello, el Gobierno consideró que se alcanzó el compromiso de garantizar la oferta de maíz a las distintas cadenas de producción, pero se aclaró que resta aún resolver las condiciones de accesibilidad a esa oferta no solo en términos de cantidad sino también de precios.
"Atento al acuerdo con el CAA, se decide dejar sin efecto provisoriamente la medida de suspensión de registros de Declaraciones Juradas de Venta al Exterior (DJVE) de maíz", dijo Agricultura en su comunicado.
Sólo 30.000 toneladas diarias
No obstante, durante el período de análisis de las alternativas para el logro de estos objetivos, mientras se alcanzan los consensos, el ministerio, a través de la Subsecretaría de Mercados, realizará un monitoreo a fin de garantizar la disponibilidad para la demanda interna de maíz de la campaña 19/20.
A tal efecto, las DJVE maíz 19/20 no podrán superar las 30.000 toneladas diarias, informó Agricultura. "Estarán exceptuadas de este requerimiento las especialidades Flint y las orgánicas NOP", dijo esa cartera.

Rurales Argentinas (CRA) advirtió este lunes que la suspensión de la
presentación de las declaraciones juradas para la exportación de maíz son "prácticas
perimidas". "La única
explicación para probar nuevamente viejas recetas perimidas, de ineficacia
comprobada es querer los mismos resultados que se consiguieron:
discrecionalidad, falta de transparencia y complicar la operatoria normal para
incentivar una suerte de direccionamiento y, sin lugar a dudas, aparecerán los
viejos conocidos facilitadores que generarán toda una serie de mecanismos
espurios", puntualizó CRA. En un comunicado
de prensa que se conoció ayer al mediodía, la entidad liderada por Jorge Chemes
asegura que "no es una tesis, no es especulación, ni imaginación, es
simplemente una relectura de la historia reciente, muy fresca de este tipo de
medidas, y es que la discusión va más allá de si son 30.000 tn/día". Para la entidad, dejando
exportar solo un millón de toneladas de aquí a la nueva cosecha (1 de marzo fue
la fecha fijada por la cartera agraria nacional), sin razones técnicas que lo
avalen, ya que el stock es superior al de un año atrás, no influirá en el
precio en mostrador del pollo y de la carne donde sólo compone un 5% del valor final
pagado por el consumido. Y cuestionó "la
falta de transparencia de estos sistemas distorsivos, las incertidumbres que
hoy impactan más que las expectativas climáticas en las decisiones de la
producción". El contexto
internacional aparece como favorable, sin embargo, "se sigue dilapidando la
confianza y los canales de dialogo con el sector productivo, desaciertos y mala
praxis parecen signar este comienzo de 2021", precisó CRA. "No existe una
dicotomía entre el mercado interno y el de exportación, son complementarios",
sostuvo la entidad al reiterar las palabras del ministro de Producción
expresadas en Jonagro 2020, el Congreso de CRA, hace tan solo dos meses. "Hacernos creer
que este tipo de medidas se realizan para cuidar la mesa de los argentinos y que
no es para dar una ventaja económica a un grupo en vivos y volver a implementar
un sistema discrecional de peajes y aportantes a la causa, es simplemente
agredirnos el intelecto", concluyó el comunicado de CRA.Para CRA, "viejas recetas,
