Perros peligrosos, normas y ataques
Se ha avanzado mucho en la concienciación acerca de los derechos de los animales y del cuidado que debe proveérseles. Está bien que así sea. Pero en algunos casos se subvierten las prioridades. En el caso de los perros, ejemplares de algunas razas vienen protagonizando ataques que preocupan y a los que debe ponerse coto. Porque el cuidado de la vida y la salud del ser humano tiene que ser la prioridad en cualquier comunidad.
Una adolescente de 13 años debió ser internada en el Hospital "J. B. Iturraspe" luego de ser salvajemente agredida por dos perros de la raza pitbull cuando iba a la escuela en Frontera. El hecho ocurrió en la intersección de calles 66 y 5, en la vecina ciudad, cuando la menor concurría a clases en la Escuela 329 "Brigadier Estanislao López".
De acuerdo a lo informado, los perros la atacaron en distintas partes del cuerpo, en tanto, la mayor agresión fue en una pierna y en el rostro. A raíz de ello, la niña perdió tejido en la pierna y también tuvo lesiones en su rostro. Por ello, necesitó urgente atención médica. Su madre radicó la denuncia correspondiente en la comisaría 6ª de Frontera, donde, según sostuvo, se hicieron otras denuncias por parte de más vecinos que también habrían sido víctima de estos perros.
Este ataque se suma a los episodios nefastos que ocurrieron en varias otras poblaciones del país, mucho más graves incluso. El más reciente y conocido fue el que recibió un joven turista en las playas de la localidad bonaerense de Miramar. Tan violento fue el ataque que el hombre falleció como consecuencia de las heridas recibidas. No ha sido el único caso fatal, por lo que la alarma se ha esparcido ante la falta de controles de los dueños y la ineficacia de las legislaciones que establecen parámetros para la tenencia de estos animales.
Desde un costado de la observación de la vida cotidiana se reclama fervientemente que se extremen los controles frente a la posibilidad de que algunos ejemplares de razas caninas de defensa y de guardia ataquen a las personas. Su peligrosidad está fuera de discusión. Los hechos dan cuenta de esta afirmación. Sin embargo, desde otro punto de vista, pero con argumentos muy discutibles, se sostiene que no habría razas que posean una agresividad innata.
Las legislaciones de todo el mundo han recogido la preocupación ciudadana por los posibles ataques de perros potencialmente peligrosos, aunque en la provincia de Santa Fe -jurisdicción donde ocurrió el hecho que disparó esta columna- desde 2014 se debate el tema en la Legislatura. No ocurre lo mismo en Córdoba. Hace ya 10 años que está en vigencia una norma al respecto que considera "perros potencialmente peligrosos", a aquellos que por su raza, contextura física o fuerza mandibular tengan la capacidad de causar muerte o lesiones a personas o animales; y que sean utilizados como animales domésticos de compañía o de criadero. La ley determina obligaciones de los propietarios y mecanismos de denuncia ciudadana para evitar situaciones tan dolorosas como las que se han venido produciendo en el país durante los últimos meses.
El ataque de perros agresivos a una niña de Frontera reaviva la necesidad de discutir qué herramientas se requieren para prevenir y cuál es la responsabilidad que compete a los propietarios y a los organismos oficiales que deben velar para que no se sucedan estos episodios.
