La pandemia desnudó la fragilidad de las democracias de la región
El informe revela una serie de datos claves que parten de las debilidades estructurales que exhibían las democracias de distintos países aun antes de la pandemia y que se había exteriorizado con protestas en varios puntos de la región a finales de 2019.
"La pandemia de la Covid-19 ha golpeado severamente a América latina y el Caribe, una región asediada por problemas estructurales no resueltos, tales como una alta tasa de delincuencia y violencia, fragmentación y polarización política, pobreza y desigualdad, corrupción y debilidad de los Estados".
Esa es una de las principales conclusiones del estudio sobre el estado de la democracia en el mundo realizado por Idea Internacional, una organización mundial de casi 200 funcionarios, cuyo director General para América Latina y el Caribe es el politólogo Daniel Zovatto.
"La Covid-19 no sólo ha segado la vida de cientos de miles de personas, sino agravado más aún problemas estructurales como la desigualdad, pobreza, polarización política, corrupción, altos niveles de delincuencia y debilidad estatal", destaca Zovatto.
El informe revela una serie de datos claves que parten de las debilidades estructurales que exhibían las democracias de distintos países aun antes de la pandemia y que se había exteriorizado con protestas en varios puntos de la región a finales de 2019.
Los puntos centrales del trabajo son los siguientes:
Reformas pendientes
Las reformas políticas y socioeconómicas demoradas no hicieron más que agravar las crisis crisis económicas y de los sistemas de salud pública por efecto de la pandemia. A esto se suman "medidas restrictivas" a los derechos fundamentales para contener la propagación del coronavirus.
Contra las libertades
El informe aborda los desafíos para la democracia en la región durante la pandemia y enumera: el aplazamiento de procesos electorales; uso excesivo de la fuerza policial para hacer cumplir medidas de restricción; uso de las fuerzas armadas para llevar a cabo tareas civiles; delincuencia y violencia persistentes; nuevos peligros para el derecho a la privacidad; aumentos en la desigualdad de género y la violencia doméstica; nuevos riesgos para los grupos vulnerables; acceso limitado a la justicia; restricciones a la libertad de expresión; abuso de los poderes ejecutivos; supervisión parlamentaria reducida; polarización política y enfrentamientos entre instituciones democráticas; nuevas oportunidades para la corrupción; y una ciudadanía descontenta y socialmente movilizada que rechaza las formas tradicionales de representación política.
Un ejemplo es el uso del poder policial durante la pandemia. Al respecto, Zovatto alerta: "En algunos casos, la misma respuesta estatal contempló abusos por parte de agentes del orden, vulneración a la privacidad de datos para rastrear contagios (Ecuador) y restricciones a la libertad de expresión para evitar la alarma pública (en México, el jefe de Estado atacó verbalmente a periodistas y medios por su cobertura)".
Oportunidad histórica
A pesar de los desafíos, Idea considera que la crisis actual ofrece una oportunidad histórica para redefinir los términos de los contratos sociales en la región y para que los gobiernos piensen de manera innovadora sobre cómo abrir espacios de diálogo y participación ciudadana para construir sociedades más inclusivas, sostenibles e interconectadas, así como sistemas democráticos de gobierno más responsables, transparentes y eficientes.
En conclusión, Zovatto considera "la frustración en ciertos sectores más que suspenderse, parece haber estado alimentándose de nuevas razones de descontento". Pero aun así, "existe un sentido de urgencia que puede ser aprovechado positivamente para hacer reformas largamente postpuestas para optimizar la gobernabilidad democrática y desactivar el clima de frustración reinante, aquel que se expresó en las protestas de 2019 y que abre la puerta a los populismos de distinto cuño", resaltó.
Nada volverá a ser cómo antes tras el paso del coronavirus. La caída del turismo internacional afectará a varios países y debilitará aún más sus economías.
Datos desalentadores
Antes de la llegada de la pandemia, América latina presentaba una situación compleja:
- Estados débiles, con democracias irritadas.
- Sistemas de salud frágiles.
- Altos niveles de desigualdad, informalidad y pobreza, con crecimiento económico anémico.
- Baja calidad institucional, con malestar ciudadano (protestas sociales en numerosos países).
Todo esto operó de manera muy negativa, en tanto convirtió a la región en uno de los epicentros de la pandemia. En efecto, apenas el 8 por ciento de la población mundial que reside en Latinoamérica acumula casi el 20 por ciento de los contagios y el 29 por ciento de las muertos, según detallan Zovatto y Sergio Bittar en un artículo conjunto que publicaron en Clarín.
Si se consideran los niveles de crecimiento, se detecta una caída fuerte, con la expansión de la pobreza y el aumento del desempleo. "La década que acaba de empezar será extremadamente dura para la región. Según la CEPAL, la contracción económica regional en 2020 será del 7.7%, la pobreza escalará al 37.2%, habrá más de 40 millones de desocupados y la desigualdad también volverá a aumentar", explican los autores.
Una propuesta
Para evitar caer en el pesimismo y la desesperanza, Zovatto y Bittar proponen una agenda de cinco puntos:
1) Recuperar el crecimiento y establecer nuevas bases productivas para sustentar el bienestar social. Los gobiernos deben enfocarse en estrategias de mediano y largo plazo: competitividad, los incrementos de productividad y la innovación, con foco en pequeñas y medianas empresas. También deben considerar los efectos del cambio climático para procurar una economía sustentable y verde. La capacitación digital y el acceso garantizado a servicios de conectividad deben ser considerados derechos básicos.
2) Un nuevo contrato social que garantice un sistema de bienestar general. La pandemia abrió no solo la posibilidad de reescribir los contratos sociales sino también, ahí donde sea necesario, de renovar las constituciones políticas, como lo demuestra el caso de Chile.
3) Reformar y modernizar el Estado. "La región necesita Estados modernos y estratégicos, con niveles adecuados de recursos, con capacidad de proveer buenos servicios públicos y de ofrecer respuestas durante las crisis que el mercado no puede brindar", destacan Zovatto y Bittar en su artículo.
4) Fortalecer la integración regional: se requieren acciones multilaterales para fortalecer la colaboración global y regional. "Las soluciones son nacionales pero ningún país sale solo de esta crisis. Revivir y repensar la integración regional se impone como una urgencia práctica", resaltan.
5) Avanzar en "una democracia de nueva generación, más resiliente e inclusiva": Una "gobernanza eficaz y democrática es la condición esencial para la superación de la crisis", enfatizan.
