El año en que se pavimentó una de cada cuatro calles de tierra
El trabajo entre el sector público y el vecino logró llevar asfalto a más barrios en 2021.
El año 2021 se ha caracterizado por un notorio avance en las obras de pavimentación de calles de tierra.
A principios de año, San Francisco contaba con 860 calles de tierra, lo que implica el 25 % de las aproximadamente 3.160 calles que tiene la ciudad.
En ese momento no había asfalto en la totalidad de las calles de los barrios San Cayetano, Maipú, Independencia, 20 de Junio, Cottolengo, Palmares I, II y III, Bouchard, Brisas del Sur, 9 de Septiembre, La Milka, El Prado, Parque las Rosas, Villa Golf y Savio. Mientras que cerrando el año, se está terminando la pavimentación de la totalidad de las calles de tierra en barrio Independencia, Urquiza, sumado a que en barrio 20 de Junio, Las Margaritas, y 9 de Septiembre comenzó la obra que a su vez permitió la pavimentación de la avenida de la Universidad en el tramo comprendido entre bulevar Roca y avenida Güemes; la de avenida del Libertador (N), entre México y Las Acacias y la ampliación de la calzada de la avenida Primeros Colonizadores, desde Güemes y avenida de los Constituyentes. A eso se suma el cordón cuneta en los terrenos de Lo Tengo y San Cayetano que está pronto a iniciarse.
Con la realización de estas obras, se acometieron trabajos para la pavimentación de 193 cuadras, a lo que se debe agregar el pronto inicio de obras de cordón cuneta en los barrios San Cayetano y Altos del Prado con lo cual se van a totalizar 202 cuadras pavimentadas o con cordón cuneta.
Ese número representa un avance en la pavimentación de calles del orden del 23,50 por ciento, quedando 658 por pavimentar.
Fuerte inversión
Para lo realizado hasta el momento, la municipalidad invirtió más de 226 millones de pesos en compra de los materiales necesarios para la realización del hormigón que luego es utilizado en la pavimentación de calles. A esto hay que agregarle el costo de los materiales para la obra de cordón cuneta de las calles de tierra en barrio San Cayetano y Altos del Prado que, en este caso, comprende algo más de 14 millones de pesos lo que totaliza una inversión en materiales para la elaboración de hormigón que asciende a $ 240.933.672,30.
Para todo ello fue fundamental el rol que cumplió la planta hormigonera municipal, adquirida por la administración de Ignacio García Aresca e inaugurada a fines de 2017. Esto es así ya que, a partir de dotarla de un mayor dinamismo, esta planta permite que el vecino pueda tener un notorio ahorro en el monto a pagar para tener el pavimento frente a su vivienda, estimado en un descuento de alrededor del 50 % de la cifra final que debería abonar en caso de que el hormigón sea provisto por una empresa particular.
Actualmente, por la magnitud de las obras de pavimentación que se están ejecutando en la ciudad, la planta hormigonera municipal está produciendo casi cien metros cúbicos de hormigón por día. Esto significa una producción que alcanza para cubrir la mitad de una cuadra completa por cada jornada.
"Estas obras le están cambiando la imagen a la ciudad"
A modo de balance del año, el secretario de Infraestructura, Néstor Gómez, no dudó en señalar que las obras de pavimentación "le están cambiando la imagen a la ciudad" y para que eso sea posible rescató la puesta en marcha de la planta hormigonera "que fue una decisión central de Ignacio (García Aresca) que permite trabajar exclusivamente para la municipalidad".
El funcionario resaltó también que "otra visión estratégica de esta gestión fue la de establecer que la municipalidad se encarga de hacer la planimetría y suministrar el hormigón y los vecinos pagan la mano de obra y eligen la empresa en función de su conveniencia lo que les permite reducir a la mitad el costo de la obra".
"Si se suman los fondos destinados a la compra de materiales y los correspondientes a la contratación de las empresas que tuvieron a su cargo la mano de obra, realizada por personal de la ciudad, podemos señalar que en estos trabajos se invirtieron alrededor de 500 millones de pesos que quedaron íntegramente en la economía de San Francisco", expresó Gómez.
Un "hecho inédito"
Al momento de describir el grado de avance de las obras de pavimentación, Gómez dijo que se está registrando "un hecho inédito" en la ciudad donde "se están ejecutando tres barrios completos como son 9 de Septiembre, 20 de Junio e Independencia".
"A su vez se planteó la entrega del hormigón para las avenidas de la Universidad y del Libertador (N) junto a la ampliación de Primeros Colonizadores y distintos sectores para cordón cuneta".
Luego recordó que "en barrio 20 de Junio se habilitó al tránsito la avenida Juan de Garay junto a una de las dos manos de la avenida Rosario de Santa Fe mientras que ya estamos pavimentando el interior del barrio en calle Gutiérrez Norte y calle Bolivia".
En barrio Independencia dijo que "ya casi terminamos con el proyecto original" mientras que "ya comenzamos la ampliación del barrio que comprometimos a los vecinos, comprendiendo la calle Fanny Jacovsky y un sector del loteo Blas".
En cuanto al barrio 9 de Septiembre, comentó que "avanzamos a buen ritmo con la pronta finalización de calle Falucho para continuar con las calles perpendiculares a esa arteria".
A esto se suma la culminación de la primera etapa de la ampliación de Primeros Colonizadores al igual que la avenida del Libertador (N).
"Estamos muy contentos por lo que hicimos este año, con un barrio terminado y proyectando la ampliación y a muy buen ritmo en los otros barrios donde se están pavimentando las calles", indicó.
