De forma escalonada, empiezan a efectivizar a 120 municipales
Este lunes podría ser rubricado el decreto que pase a planta permanente de los primeros 40 contratados, con retroactividad al 1º de enero. Una segunda tanda saldría en julio mientras que una tercera deberá espera hasta 2022. Paralelamente habrá un reordenamiento de quienes cobran planes sociales, según informó el Suoem.
El Sindicato Unión Obreros y Empleados Municipales (Suoem) se mantuvo firme. En los próximos días, la municipalidad de San Francisco dispondrá el pase a planta permanente de 40 trabajadores contratados a partir de un acuerdo al que el Ejecutivo Municipal arribó con el gremio.
La medida se haría efectiva una vez que el intendente Ignacio García Aresca suscriba el decreto correspondiente y de esta manera convierta en realidad un viejo anhelo de los municipales.
Se espera además que una cantidad similar de trabajadores contratados se incorpore a la planta permanente del municipio para mediados de año y el resto -hasta completar los 120 trabajadores que actualmente tienen contrato- lo haría en los primeros días de 2022.
En este momento, los contratados más antiguos tienen una antigüedad estimada en alrededor de 7 años.
Paralelamente, los trabajadores que están bajo planes sociales de emergencia irían pasando a la modalidad de contratados para de esa manera adquirir una mayor seguridad en torno a su situación laboral en la administración pública municipal. En este caso, se trata de un grupo estimado en alrededor de 200 trabajadores, con una antigüedad promedio de 4 años.
Si bien todas las áreas del municipio poseen trabajadores contratados y por planes sociales, la de Servicios Públicos es la que agrupa la mayor cantidad de personal y por ende, la mayoría de quienes se verán comprendidos en estas medidas. Le sigue el área de Educación.
El último pase, en 2018
Cabe recordar que en 2018 unos 150 trabajadores contratados habían pasado a planta permanente como parte del mismo acuerdo y en este momento se está completando -de manera parcial- una nueva incorporación de trabajadores a la condición más estable del escalafón municipal.
El secretario general del Suoem San Francisco, Víctor Lescano, se mostró confiado en que mañana lunes "salga el decreto" que establezca el pase a planta permanente con los primeros 40 trabajadores con retroactividad al 1º de enero.
Además, el dirigente sindical comentó a LA VOZ DE SAN JUSTO que "en esta primera ocasión ingresan a planta permanente esta primera tanda de 40 trabajadores" tras lo cual, "a mediados de año" ingresará un número similar que de esa forma dejarán de ser contratados para pasar a integrar el staff estable del municipio.
En cuanto al resto de los trabajadores contratados, "ingresarían en los primeros días de 2022", estimó.
La mayor erogación presupuestaria. Dentro de las erogaciones previstas en el Presupuesto 2021 aprobado en diciembre por el Concejo Deliberante, la que se hace en personal sigue siendo la más representativa: equivale al 44 % del total de los gastos, es decir, $1.492.040.938.
Compromiso del intendente
"Estas medidas son parte de un compromiso que tomó García Aresca para con los trabajadores y que se iba a poner en marcha en los primeros días de marzo de 2020. Sin embargo, por la pandemia se fue postergando y ahora empieza a concretarse, con el compromiso de cuidar la fuente de trabajo de todos", explicó el titular del Suoem.
A partir de esta gestión, el objetivo de la organización sindical apunta a que "todos los contratados puedan ingresar a la planta permanente" mientras que esto posibilitaría que las personas que revisten como planes sociales dentro del municipio puedan sumarse "de manera paulatina" como contratados.
Para eso, Lescano recordó que existe "un compromiso" de parte de las actuales autoridades municipales, "sobre todo para con aquellos que tienen una mayor antigüedad y de acuerdo a las responsabilidades que tienen en distintos lugares de trabajo".
