En medio de la polémica en Caba, en San Francisco valoran las prácticas laborales obligatorias
El gobierno de Larreta anunció que los estudiantes porteños del último año de secundaria deberán realizar pasantías para aprobar y desató la polémica. En Córdoba, desde hace más de dos décadas se aplica una experticia similar y aseguran, con muy buenos resultados. Autoridades educativas destacan la importancia de vincular a las escuelas al mundo del trabajo.
El anuncio del gobierno de la Ciudad Autónoma de Buenos Aires (Caba) sobre prácticas laborales obligatorias a partir del ciclo lectivo próximo cuando los estudiantes secundarios, de escuelas públicas y privadas, deberán desempeñarse tanto en empresas como organizaciones durante su jornada escolar, desató una fuerte polémica que derivó incluso en tomas de colegios durante semanas en la Capital.
Lo cierto es que este formato que pretende vincular a los jóvenes con el mundo laboral ya se aplica en el nivel medio del sistema educativo de la provincia de Córdoba, tanto en escuelas técnicas como comunes, que tienen prácticas profesionalizantes en el último año, y el balance es muy positivo. "Se aprende mucho de esa experiencia que no deja de ser educativa", afirmaron desde los colegios mientras que las autoridades destacaron que la experiencia puede ser la puerta de ingreso a un empleo formal poniendo como ejemplo el modelo de Córdoba.
A principios de la década del 2000 se puso en marcha un programa de formación en ambientes de trabajo mientras que el 10 de octubre de 2018 la Legislatura de Córdoba sancionó con fuerza de ley el sistema de pasantías educativas comprendido dentro de la ley provincial N° 10.576.
Entre los objetivos se encuentran "brindar a los alumnos y docentes la complementación de su especialidad teórica con la práctica en instituciones receptoras; lograr que tomen contacto con el ámbito de trabajo en áreas del conocimiento afines con los estudios o especialidades que realicen y contribuir o facilitar la etapa de transición entre los ámbitos educacional y laboral como parte de la tarea de orientación vocacional y de formación de los alumnos".
La inspectora regional de Educación Técnica Zona X, Claudia Mendez, recordó que "todos los estudiantes de séptimo año de las escuelas técnicas y algunos estudiantes de sexto año hacen pasantías" en una actividad que ubica a Córdoba como provincia pionera en ese sentido.
"En departamento San Justo hay escuelas precursoras como el caso del Ipet N° 50 'Ing. Emilio F. Olmos'; el Ipet N° 263 'Dr. Bernardo Houssay' de Las Varillas; el Ipetaym N° 68 'Cnel. Don Luis Alvarez' de Arroyito. Las otras, en localidades más pequeñas comenzaron un poco más tarde", agregó en diálogo con LA VOZ DE SAN JUSTO.
El rol clave del docente FAT
En cada establecimiento educativo de orientación técnica, Méndez aseguró que cumple un rol muy importante el docente de Formación en Ambientes de Trabajo (FAT). "Ese profesor FAT tiene que elaborar el proyecto de práctica profesionalizante que luego se envía a Córdoba para su autorización y paralelamente se hace la conversación con las posibles empresas o industrias con las cuales se va a tener relación a través de las pasantías".
En San Francisco son varias las empresas que participan de este tipo de proyectos. Entre otras, las firmas Akron, Axion, Macoser, junto a municipalidades, empresas y cooperativas de la zona. "El destino de los estudiantes tiene que ver con la orientación que tenga la escuela ya que todas las escuelas hacen pasantías a través de los proyectos elaborados por el docente FAT en conjunto con el equipo directivo y de la especialidad", explicó la inspectora.
"Es esencial para insertarse en el mundo del trabajo"
Méndez consideró que la participación de los estudiantes en estas iniciativas de capacitación "es esencial para insertarse en el mundo del trabajo" porque "es cada vez más común" que los perfiles de personas que son más buscadas por las principales empresas "estén relacionadas con egresados de las escuelas técnicas".
"Es notable que muchos egresados que han hecho pasantías luego quedan en el lugar de trabajo como parte de su plantel de trabajadores", añadió.
"Dentro de mi zona de supervisión tengo 29 servicios educativos, de los cuales 5 son mixtos, es decir que cada escuela ofrece educación técnica y formación orientada", dijo Méndez y señaló que esos casos se dan en el Ipemyt N° 286 "Domingo Faustino Sarmiento" de Morteros, el Ipetym N° 261 "San José" de Balnearia, el Ipetym N° 262 de Brinkmann, el Ipet N° 89 "Paula Albarracín" de Devoto y el Ipetaym N° 68 "Cnel. Don Luis Alvarez" de Arroyito donde se combinan la enseñanza técnica con la enseñanza media.
"En esas escuelas se vienen haciendo, desde los primeros años de la década de 2000 las pasantías en sexto año -siguió-. Para la provincia de Córdoba esto no es una innovación, sino que es algo que venimos poniendo en práctica desde hace muchos años".
Mirar a Córdoba
Méndez manifestó que tanto el gobierno de Horacio Rodríguez Larreta como otro que decida implementar un mecanismo de prácticas laborales obligatorias para alumnos del último año de secundaria "deberían mirar lo que ya se hizo en Córdoba que es una provincia que está sumamente adelantada en el ámbito de las pasantías educativas" con un sistema que además comprende la cobertura de una ART para los estudiantes.
"Esto no es algo que fue tomado a la ligera, sino que la provincia trabajó mucho para establecer un marco regulatorio que inclusive llega a prepararlos muy bien para desempeñarse de manera competente en el ámbito laboral" ya que "muchos de ellos luego quedan seleccionados para formar parte del plantel de personal de la empresa luego de haber realizado las pasantías", ratificó.
La experiencia de la "escuela del trabajo"
El Ipet N° 50 "Ing. Emilio F. Olmos" es un claro ejemplo de lo que pueden aportar las escuelas técnicas de nivel medio en la formación de sus estudiantes para el mundo del trabajo.
Actualmente, 79 estudiantes de séptimo y último año de su formación educativa realizan prácticas profesionalizantes en 35 empresas de diferentes características.
El director del colegio, Jorge Tomé Seif, remarcó en entrevista con este diario que "es usual" que estudiantes del último año de su formación educativa realicen prácticas en empresas de la ciudad.
"Esta experiencia es muy buena para los estudiantes. Es algo muy positivo. Ojalá hubiese tenido yo esa posibilidad en mi época de estudiante ya que esto permite brindar una oportunidad directa de conocer la cultura de cada empresa. Se aprende mucho de esa experiencia que no deja de ser educativa", aseguró el directivo.
De esta manera, Tomé Seif desacreditó las críticas de algunos detractores de este tipo de programas de prácticas laborales que sostienen que es una manera que tienen las empresas de encontrar mano de obra barata. "Esto no es así ya que los estudiantes pasan por una experiencia enormemente educativa porque en este tiempo aprenden lo que no pueden aprender en la escuela", comentó para luego agregar que "si el perfil de un egresado de Maestro Mayor de Obras lo habilita para trabajar en una construcción de tres o cuatro plantas a nosotros nos dificulta mucho construir algo así y en cambio, en una empresa constructora, aprende 'in situ' lo que están haciendo y eso le sirve mucho".
