2020, el año en que los municipios priorizaron la salud
Intendentes del departamento San Justo sostuvieron que fue un año complicado pero no perdido. La pandemia congeló obras y postergó otras, se tuvierin que redireccionar recursos y redefinir partidas presupuestarias para amortiguar el impacto de la crisis que causó el virus.

El 2020 fue atípico para los municipios y comunas de San Justo que debieron redireccionar sus recursos y esfuerzos a la pandemia. Para muchos, fue su primera gestión. A dos meses de haber asumido debieron afrontar un gobierno marcado por las restricciones que impuso la cuarentena y que hasta el día de hoy siguen limitando a los vecinos.
Si bien la primera parte del año fue más dura, los intendentes debieron reorganizarse y cambiar el plan de obras y gestiones, dando prioridad a la salud.
Así, muchas obras quedaron rezagadas, paralizadas o interrumpidas porque todos los recursos fueron destinados a atender la emergencia sanitaria.
Sin embargo rescatan el compromiso social y el trabajo conjunto con las instituciones para "salir adelante".
Intendentes consultados por LA VOZ DE SAN JUSTO aseguraron que "las obras pasaron a segundo plano porque la salud fue y seguirá siendo la prioridad".
No obstante muchas de ellas siguieron, a menor ritmo pero garantizado los servicios básicos.
La manera de gestionar y comunicarse fue otro de los grandes cambios. "La virtualidad llegó para quedarse", aseguraron.
En tanto que la gestión ambiental marcó una agenda que se mantendrá en 2021 con campañas de recolección de residuos electrónicos, ecobotellas y hasta reciclado de neumáticos.
Sin dudas el empleo fue muy golpeado por la pandemia. Muchas actividades quedaron fuera de los esenciales y no lograron recomponerse. Ante esta situación las cooperativas de trabajo marcaron una estrategia para la generación de empleo genuino y en esto los municipios tuvieron un rol protagónico.
Para ellos el aprendizaje fue muy grande: "no planificar tanto y mas bien disfrutar de las pequeñas cosas, identificar lo que verdaderamente importa".
Para muchos fue un año de grandes pérdidas, a raíz de la muerte de familiares o amigos producto de covid y manifestaron que "ningún aspecto de una gestión se compara con la pérdida humana".
Para 2021 el desafió será seguir gobernando con pandemia y cumplir con las obras y proyectos que no pudieron ser en 2020.
Arroyito: "Las obras pasan a segundo plano cuando la salud es prioridad"
El intendente arroyitense Gustavo Benedetti aseguró que pese a que el año fue difícil, en lo que hace la gestión fue "positivo".
"Arroyito logró reinsertarse en la Comunidad Regional, firmamos convenio con la Raac e inauguramos centro asistencial de las adicciones, el Punto Mujer, pusimos en marcha la Comisión de Discapacidad y estamos por inaugurar la posta policial en El Fuertecito, algo que se espera desde hace 50 años", destacó.
Entre otros logros mencionó la creación de la Dirección de Ambiente y Energía y potenciar la Oficina de Empleo con programas nacionales. "Hemos tenido un reconocimiento que Arroyito no tenia en cuanto a programas provinciales", añadió.
"La pérdida humana no se compara con nada de la gestión", dijo Benedetti.
En lo que hace a obras pendientes, Benedetti mencionó pavimento en distintos sectores de la ciudad y la urbanización de la costanera entre las que quedarán para 2021. No obstante aseguró que "no me lamento por las cosas que no pudimos terminar. Las obras pueden pasar a segundo plano cuando uno debe resolver lo sanitario, y es a lo que nos abocamos como prioridad".
Para Benedetti, la pandemia fortaleció el trabajo institucional y el mayor aprendizaje que deja es que "la salud es lo prioritario".
"La pérdida humana no se compara con nada de la gestión", reflexionó al recordar a su padre Mario Benedetti y a Nancy Actis Piazza, los dos fallecidos por covid en la ciudad.
"El plan de obras que teníamos para los cuatros años, ahora se dividirá en tres, lo que implica el desafío de cumplir con lo prometido en menos tiempo", sostuvo Benedetti.
Para el 2021, el deseo del mandatario municipal es que " las necesidades de la gente estén por encima de todas las cosas más allá del color político".
Y puso su esperanza en la vacuna contra el covid. "Más allá del porcentaje de efectividad que pueda tener, la vacuna va a generar tranquilidad y va a cambiar algunas cosas, siendo que otras deberán mantenerse como los cuidados básicos y evitar todo lo que implique un riesgo".
Crearán la Dirección de Agua Municipal
La emergencia hídrica ha sido una de las grandes dificultades para la ciudad este 2020. Con la intención de atender a la misma, el municipio realizó estudios y avanzará en la construcción de dos pozos de agua: uno en enero y otro en marzo.
"Vamos a resolver en un 75% el problema del agua", dijo Benedetti que en esta línea anunció para el año que viene la creación de la Dirección de Agua Municipal," imitando a las ciudades más grandes teniendo en cuenta que el servicio es prestado por el municipio".
Impuestos aumentarán el 30%
En lo que hace a las tasas municipales, Benedetti confirmó un incremento del 30% para el año que viene, "teniendo en cuenta que venimos de un 2020 donde el que pagaba al día lo hacía a valor de 2019. El aumento estaba pero no se ejecutaba como una forma de premiar al contribuyente".
En referencia al estado de las arcas municipales, dijo que "llegamos a fin de año sin plata en plazo fijo pero con las cuentas al día. De hecho logramos saldar una deuda de 30 millones de pesos que nos dejó la gestión anterior".
La Francia: "La pandemia nos obligó a reorganizar los planes mes a mes"
Para la intendenta María Fernanda Grimaldi el 2020 fue caracterizado por la incertidumbre y las complicaciones que generó la "inesperada" pandemia.
"Tuvimos un mes de marzo muy complicado y cuando se comenzaron a activar los protocolos, poco a poco y hacia la segunda parte del año, logramos reactivar la economía y lo social", señaló.
Grimaldi aseguró que "la pandemia nos obligó a reorganizar las partidas y adaptar el plan que habíamos previsto en 2019, de acuerdo a las situaciones que se presentaron a lo largo de cada mes".
Entre los aspectos positivos, la mandataria municipal destacó el trabajo en equipo. "Lo más importante que hemos rescatado es el trabajo en equipo de funcionarios y empleados municipales junto a las instituciones que convocamos a la hora de tomar decisiones conjuntas".
"La pandemia nos puso a prueba y fuimos capaces de llevarlo adelante, esa es nuestra mayor satisfacción", añadió.
Grimaldi: "La

En materia económica, la intendenta reconoció que el impacto en la recaudación municipal fue fuerte durante los primeros seis meses del año, producto de la cuarentena estricta, pero que durante el segundo semestre lograron recomponer las cosas. "Cerramos el año con índices similares a los anteriores que rondan el 70-80% de la recaudación".
Anticipó que para 2021 habrá un incremento promedio del 35% de las tasas municipales y que mantendrán descuentos por pago al contado o adhesión al cedulón digital.
Al respecto destacó que "la digitalización de trámites y gestiones y la sistematización de todos los impuestos llegó para quedarse".
En materia de obras públicas mencionó la construcción de cinco cuadras de pavimento mediante el programa Argentina Hace, 18 viviendas de diferentes planes, nuevo equipamiento para el hospital y maquinaria municipal.
La recolección de tapitas y el denominado Neumatón (campaña de recolección para el reciclado de neumáticos", marcaron la agenda ambiental.
"Tomando como experiencia el 2020, reforzaremos todo lo vinculado a salud", concluyó Grimaldi.
Devoto: "Ganamos en compromiso social con nuestra gente"
Para el municipio de Devoto el año que termina ha sido de grandes pérdidas económicas producto de la pandemia, sobre todo teniendo en cuenta que la gestión de Adrián Rinero comenzó con la declaración de la emergencia económica.
"Surgieron muchas demandas que no esperábamos y con un municipio muy golpeado financieramente, pero rescato el esfuerzo de todo el equipo para resolver cada problema y llevar esta situación inédita de la mejor manera", expresó el intendente devotense.
"También creo que perdimos algo muy importante como es festejar, Devoto es muy rico en festividades y actividades culturales y este año realmente no pudimos hacer ninguna actividad de ese tipo, solo alguna mediante de forma virtual y en las redes", continuó.
Rinero: "Durante
la pandemia quedó demostrado lo solidario que es nuestro pueblo".
"Fue un año muy duro pero siempre prefiero quedarme con lo positivo", sostuvo Rinero. En este sentido rescató que "ganamos en compromiso social".
"Durante la pandemia quedó demostrado lo solidario que es nuestro pueblo en distintas acciones, muchos vecinos se pusieron a disposición del municipio para asistir a adultos mayores, colaboraron con mercaderías e insumos para bolsones, nos ayudaron de distintas formas poniendo adelante siempre Devoto", destacó.
Todo a la salud
Rinero reconoció que muchas obras quedaron relegadas las obras "pero decidimos apostar todo a la salud". No obstante mencionó algunas como bacheo, recambio de luminarias por leds y trabajo muy fuerte en ambiente con campañas desde los hogares que si fueron posibles.
"La pandemia también afecto el avance de algunas obras muy importantes como la de cloacas y gas que ya gestionamos con la provincia y en poco tiempo se van a reanudar", anticipó.
Asimismo, Rinero expresó que "indudablemente la pandemia cambió la forma de comunicarnos, y acelero el proceso de digitalización que llegó para quedarse".
"Somos una localidad pequeña y estábamos acostumbrados a los tramites en persona que debimos cambiar por esta situación", finalizó.
